The 30-year-old midfielder Joe Rothwell, who previously played with head coach Russell Martin at Southampton, was signed by the Ibrox team earlier on Wednesday after being released by Bournemouth.
Fernandez, a centre-back who has signed a four-year contract after playing for the English League One team for the previous four years, will join Rothwell at Rangers.
The 23-year-old, who has previously played for Gillingham and Ramsgate, acknowledged that the Glasgow giants' interest was unexpected.

With the addition of Rothwell and Fernandez, Ibrox has now added four new players this summer, including Max Aarons on loan from Bournemouth and Lyall Cameron, who was brought in from Dundee.

According to reports, Rangers and Luton Town are negotiating a transfer for Norwegian international Thelo Aasgaard. Born in Liverpool, the 23-year-old offensive midfielder paid £3 million to join Luton from Wigan in January, but he is expected to leave the Hatters after they were relegated to League One. In March, he scored and provided an assist in Norway's 5-0 victory against Moldova, marking his senior debut.
